I found this at the local bike coop. There are two tabs facing backwards on the right side and that hole on the left side. I am thinking in is some sort of wheel cover from a wagon, kids bike or pedal car. Any guesses?

I'm pretty sure that this fits on a bicycle.

Scale. Motor cars is what the smc stands for. They made small die cast cars, bikes etc. To large pedal and motor driven bikes and cars. they even hand crafted many special orders. As far as refined cycle goes nearest I can tell it was a replica of some early model motor cycle. Sorry couldn't find a picture.
From what I can see of the picture your hubcap went on a pneumatic tire and not a solid tire. good luck In finding more information.
